Peter Tilley, Ottawa Citizen:
Imagine what life would be like if you had no home. That would be hard enough. But it’s even harder during the cold winter months. Despite efforts by governments, from 2014 to 2017, emergency shelter use, length of stay (LOS), and chronic homelessness increased by 16 per cent, 12 per cent and 21 per cent respectively during that time in Ottawa. One consequence is current shelter occupancy rates: At The Ottawa Mission, we have been at over 100 per cent occupancy for 14 months, with no end in sight as winter approaches.
